7月5日讯，《意见》提出，压实中介机构“看门人”责任。推广以上市公司和债券发行人质量为导向的中介机构执业质量评价机制。督促保荐机构、会计师事务所、资产评估机构、律师事务所等中介机构加强执业质量控制。强化对中介机构的监督检查，中介机构发现涉及证券发行人、上市公司财务造假的，及时向财政、证券监管部门通报。中介机构在发现造假行为时主动报告的，依法从轻或减轻处罚。健全中介机构及从业人员信用记录，督促有关机构及人员勤勉尽责。对存在重大违法违规行为的中介机构依法暂停或禁止从事证券服务业务，严格执行吊销执业许可、从业人员禁入等制度。
