Ministry of Finance: Consider moving forward the collection of consumption tax and steadily lowering the local level

On July 31st, Vice Minister of Finance Wang Dongwei said at a press conference of the State Council Information Office today that considering the promotion of consumption tax collection will be moved back and steadily divided into local areas, taking into account the division of central and local income, tax collection and management capabilities and other factors, sub-items and step-by-step implementation, expand local income sources, and guide local areas to improve the consumption environment. Study the merger of urban maintenance and construction tax, education fee surcharge, and local education surcharge into local surcharge, and authorize local areas to determine the specific applicable tax rate within a certain range. Reform the environmental protection tax to include volatile organic compounds in the scope of collection.
