On July 28, the reporter learned from the Hunan Xiangtan City Flood Control and Drought Relief Headquarters that due to the rising water level of the Juan River, at about 20:00 on July 28, a breach occurred in the four new embankments of Guojiaqiao Xintang Village, Yisuhe Town, Xiangtan County, Hunan Province. The provincial, municipal and county levels quickly mobilized forces for emergency rescue. As of 21:40, the breach had grown to more than 50 meters, and more than 3,100 people had been transferred, with no casualties yet.
