On July 23rd, at the invitation of the Chinese side, various Palestinian factions, including Fatah and Hamas, held a reconciliation dialogue in Beijing on July 21-23. This morning, the closing ceremony of the internal reconciliation dialogue among Palestinian factions was held in Beijing. Representatives of Palestinian factions signed the Beijing Declaration on ending division and strengthening Palestinian unity. The most important consensus of the Beijing dialogue among Palestinian factions this time is to commit to the great reconciliation and unity of all 14 factions. The core result is to make it clear that the PLO is the only legitimate representative of the Palestinian people. The most prominent highlight is the agreement on the formation of an interim national reconciliation government around the post-war governance of Gaza. In his speech at the closing ceremony of the reconciliation dialogue, Foreign Minister Wang Yi proposed a three-step Chinese initiative in response to the current plight of the Gaza conflict: the first step is to promote a comprehensive, durable and sustainable ceasefire in the Gaza Strip as soon as possible to ensure smooth access for humanitarian aid and relief; the second step is to uphold the principle of Palestinian rule of Palestine and work together to advance the post-war governance of Gaza; the third step is to promote Palestine to become a full member of the United Nations and start to implement the two-state solution. The three steps are interlinked and indispensable. China and Palestine are good brothers and good partners in mutual trust. China sincerely hopes that all Palestinian factions will realize Palestinian national unity, unity and independent statehood at an early date on the basis of internal reconciliation. We will continue to make unremitting efforts to this end together with relevant parties.
