Circle Internet Financial Ltd., the second-largest cryptocurrency issuer, plans to move its legal base from the Republic of Ireland to the United States. A company spokesperson confirmed Tuesday that it had recently filed relocation documents with the court, but declined to say why. Circle secretly filed plans for an initial public offering with U.S. securities regulators in January.
