Ministry of Finance: In principle, the proportion of new energy vehicles in the total annual procurement of official vehicles should not be less than 30%.

On December 30th, the notice of the General Office of the Ministry of Finance on further clarifying the requirements for the proportion of government procurement of new energy vehicles. Purchasers shall strengthen the government procurement request management of official vehicles, fully understand the functions and performance of new energy vehicles, and take the lead in using new energy vehicles in combination with actual use needs. The competent budget unit shall make an overall plan to determine the proportion of government procurement of new energy vehicles in the department (including its subordinate budget unit). If new energy vehicles can meet the actual use needs, the proportion of new energy vehicles in the total annual official vehicle procurement shall in principle not be less than 30%. Among them, for official vehicles such as confidential communications with relatively fixed routes, single use scenarios, and mainly driving in urban areas, 100% of new energy vehicles shall be purchased in principle. Purchasing vehicle leasing services shall give priority to leasing and using new energy vehicles.
