On December 8, the Russian Foreign Ministry announced that Syrian President Bashar al-Assad had relinquished his presidency and instructed the Syrian government to peacefully transfer power after negotiating with representatives of all parties to the Syrian conflict. Russia did not participate in the negotiations.
