On November 29th, the official website of the Shanghai Municipal Transportation Commission released the "Regulations on the Administration of the Auction of Non-commercial Passenger Car Quotas in Shanghai" (revised draft) and solicited public comments on the content of the revised draft. The consultation period is from November 29, 2024 to December 6, 2024. It is mentioned that at present, the non-commercial passenger car quota can be applied to fuel vehicles, extended-range electric vehicles and hybrid vehicles. Considering that in recent years, some citizens have often reported that the current "Auction Regulations" set the qualification for participating in the auction is relatively strict, resulting in the obstruction of the willingness to participate in the auction, this amendment is aimed at the non-household registration personnel in the auction qualification conditions. The requirement of "continuous payment of social insurance or personal income tax" is adjusted from the original continuous payment of 3 years to continuous payment of 1 year. Through relevant adjustments, further optimize the eligibility conditions for participating in the auction to meet the reasonable participation needs of more people in need.
