三部门联合印发《关于进一步加强“上头电子烟”违法犯罪打击整治工作的意见》
1月7日讯，当前，添加依托咪酯、合成大麻素等新型毒品及替代物质的“上头电子烟”在青少年群体滥用加剧，呈快速蔓延态势，严重侵害人民群众特别是青少年群体身心健康。为进一步加强对“上头电子烟”打击整治工作的统筹指导，坚决整治电子烟涉毒涉违禁物质乱象，严密防范、有力遏制“上头电子烟”在青少年群体中滥用蔓延，国家禁毒委员会办公室、公安部、国家烟草专卖局联合制定了该《意见》。《意见》明确，进一步加强各级禁毒办、公安机关、烟草专卖部门在打击整治“上头电子烟”违法犯罪中的职责分工，建立联络机制，强化部门协作，统筹推进打击整治工作。

三部门：对自香港、澳门进境，年满18周岁的居民旅客，携带在境外获取的个人合理自用行李物品，总值在12000元以内（含12000元）的予以免税放行。同时，在设有进境免税店的口岸，允许上述旅客在口岸进境免税店购买一定数量的免税商品，连同在境外获取的个人合理自用行李物品总值在15000元以内（含15000元）的予以免税放行。上述有关措施自2024年7月1日起，先行在罗湖、福田、深圳湾、广深港高铁西九龙站、拱北、港珠澳大桥珠海公路等6个口岸实施；自2024年8月1日起，推广至全部进境口岸（横琴“一线”口岸除外）。
