2月21日讯，2月21日，证监会行政处罚委办公室主任何艳春在“依法从严打击证券违法犯罪 促进资本市场健康稳定发展”发布会上表示，操纵类案件呈现出一些新的特点，包括从利用资金优势的传统“坐庄型”操纵向基于特定时段和关键时点的短线化操纵演进；借助配资资金或资管产品实施“加杠杆”、游资抱团炒作的“团伙型”操纵数量增多；上市公司“内部人”组织参与的“伪市值管理”信息型操纵、“编题材、讲故事”的蛊惑型操纵有所增加；利用复杂金融产品、新型交易技术实施的操纵行为偶有发生。这给操纵市场行为的识别、调查、处罚带来了新挑战。

2月21日讯，证监会行政处罚委办公室主任何艳春在“依法从严打击证券违法犯罪 促进资本市场健康稳定发展”发布会上表示，操纵市场行为“寄生”在市场肌体中，扭曲市场价格形成机制，致使买卖方向、报价金额和交易数量等市场信号失真，误导交易决策。这实质上是欺骗中小投资者买进卖出，违法者在极短时间内获取巨大利益、赚得盆满钵满，全身而退后，价格经历暴涨暴跌，往往“一地鸡毛”，中小投资者的股票“砸在手上”甚至血本无归。其中有的案件涉案金额大，涉及证券数量多，不但影响市场内在稳定性，严重者还会干扰监管政策传导，诱发市场风险，始终是证监会打击惩处的重点。
