Add FDUSD, USDC, and USDT currency pairs such as DCR, LTO, MLN, WBTC to Binance Security Deposit

Binance margin has added Reduced (DCR), LTO Network (LTO), Enzyme (MLN), and Wrapped Bitcoin (WBTC) as new loanable and collateralized assets to the full margin, and added new trading pairs to the full margin and position by position margin.
