Do Kwon's ever-changing extradition case is being sent back to Montenegro's High Court in Montenegro, where the court will determine whether the extradition policy established between the United States and the Kingdom of Serbia in 1901 still applies. At the time of the signing of the treaty, Montenegro was not part of the Kingdom of Serbia, but was united with the country in 1918. It is unclear how international law and the local laws of Montenegro will interpret this legal standard that is more than a hundred years old.
Do Kwon, a cryptocurrency Ponzi scheme mastermind currently under residential surveillance in Podgorica, was arrested in March 2023 while trying to flee to Dubai, and he has been in constant uncertainty. He has traveled back and forth between prisons, immigration camps and random residences in Montenegro, and decisions on whether to extradite him have been repeatedly overturned.
Previously, it was reported that Terraform Labs and its founder, Do Kwon, have reached a preliminary settlement with the SEC over the fraud case.
