A Bitcoin developer has released a draft BIP proposing to force the migration of UTXOs that are vulnerable to quantum attacks

On April 5th, according to Protos, Bitcoin developer Agustin Cruz released a draft Bitcoin Improvement Proposal (BIP) titled "Quantum-Resistant Address Migration Protocol (QRAMP) " on the Bitcoin-Dev mailing list. The draft BIP contains code for a hard fork consensus change that will force the migration of UTXO, which is vulnerable to quantum attacks. If QRAMP gains consensus and is activated in the dominant version of full-node software Bitcoin Core, a countdown begins. By the deadline, if users fail to transfer their coins to a quantum-resistant wallet, Bitcoin Core will reject any transaction that attempts to spend funds from the Legacy wallet. In the BIP's note, Cruz argued that it provides "a clear, non-negotiable opportunity for the rightful owners to protect their funds." He called his proposal "realistic" and "necessary." Importantly, BIP would effectively change the supply of BTC. After its expiration date, it would reject transactions from the old UTXO. This is effectively the destruction of these currencies from BTC circulation. Currently the BIP is in the draft stage and has not yet been assigned a BIP number.
