The report highlights that Ethereum is prioritizing low-fee strategies to retain Layer 2 projects, with more vertical Layer 2 solutions expected to emerge in 2025. Members of the Ethereum Foundation say that near-zero fees are critical to sustaining the Layer 2 ecosystem, and network adoption growth is expected to outpace token issuance growth.
